Arkansas Office of Motor Vehicles
The Basic Duties of the Office
of Motor Vehicles are:
To administer the State of Arkansas vehicle registration, title, and lien
perfection laws. Establish and maintain the vehicle registration, title and lien
perfection operating procedures used in the State Revenue Offices.
It also examines all title applications submitted in State Revenue Offices for accuracy and compliance with state law, authorizes title production for all approved title applications, maintains the state repository for vehicle registration, title and lien records and administers the International Registration Plan, an agreement between the States for the apportionment of registration fees for trucks and truck/trailer combinations engaged in the interstate transportation of goods and materials.
OFFICE OF THE ADMINISTRATOR
Responsible for program policy and administration oversight, budget,
personnel, and purchasing administration, provide project management for
Streamlined Registration System.

DIRECT SERVICES SECTION
Responsible for section level personnel and budget administration,
maintaining tag and decal inventories, documentation of State Revenue Office
receipts by performing bookkeeping functions, corresponding with applicants for
correction or receipt of required documentation to complete processing of title
application, providing vehicle record information and procedural instructions to
the public, establishing lien filing records for vehicle liens filed directly
with the department.

REGISTRATION AND
TITLE SECTION
Responsible for section level personnel and budget
administration, examining and approving all applications for registration and
title filed by the public in State Revenue Offices, microfilming all
registration and title applications to create permanent records, provide data
entry support, coordinate contracts for sale of motor vehicle and boat
registration records with qualified purchasers, coordinate the development and
maintenance of information posted on the DFA Motor Vehicle web site, process
mail in registration renewal applications.

MV SYSTEMS
SUPPORT SECTION
Responsible for section level personnel and budget
administration, coordinates the development of new or revised motor vehicle
registration systems applications with the Department of Information Systems,
Office of State Revenue Office Administration and the Office of Financial and
Management Services, coordinates delivery of assistance to users of the revenue
office automated systems, vendors that support the counties with Streamline
renewal process, county assessors, county collectors and Star renewal process.

INTERNATIONAL REGISTRATION
PLAN SECTION
Responsible for section level personnel and budget administration,
registration and titling of vehicles operated under the provisions of the IRP,
transmittal of out-of-state registration fees collected on behalf of other
jurisdictions, receipt of Arkansas registration fees collected and transmitted
from other jurisdictions, assignment and issuance of vehicle identification
numbers for all home made or shop-built vehicles.
